Why It Matters
Costa Rican president Carlos Alvarado is already seeking to make the country the world’s first carbon-neutral nation by 2021. The new plan focuses on mobility and transportation, the national electrical grid, low- and zero-emission technologies, waste management, the agri-food system, the protection of biodiversity and more. A top goal is developing an electric train that connects the country’s four provinces.
